The Pittsburgh Inclusionary Zoning Record
Six years of debate, and no agreed count of the affordable units the rule produced. So I built the count.
35units built
16under construction
100+proposed
3projects downsized
Three projects were shrunk to 19 units apiece, one below the 20-unit line that triggers the mandate. The record separates what is built from what is merely claimed.

The Pittsburgh Airport Terminal Record
A $1.75 billion terminal the Airport Authority would not fully cost out at its own ribbon-cutting. The audited record fills in the rest.
+54%cost, 2017 to 2025
$1.25Bbonds outstanding
$2.5Bdebt service to 2056
15M / 9.95Mbuilt for / used
The Authority named two grants and stopped counting. The 2024 audit shows $2.5 billion in debt service running to 2056, for a terminal built for up to 15 million passengers against 2024 demand under 10 million.
