A note on the record: this was coverage of a public ceremony, so the officials above are quoted from their remarks at the event, not from recorded sit-down interviews. The accountability answers the Authority declined to give at the podium were reconstructed from its own audited financial reports, each archived here and fixed by a SHA-256 hash. The spokesman's non-response is recorded as it happened.
